Decapitated tulips

I've just noticed that far fewer tulip blooms have appeared this year. On closer examination, it's evident that something has bitten off (and presumably eaten) about half of the newly-formed buds. What could this be and how could I prevent it from recurring next year? I should mention that we live in rural Somerset and have loads of wildlife (badgers, squirrels, birds of every kind, frogs, toads - even the occasional fallow deer). Might any of these have raw, juvenile tulip blooms as part of their diet!?
