Oriental Poppies

I have just come back from holiday to find my poppies are starting to bud and flower. The stems of the flowers are only about 3" high , spoke to a friend in Scotland and hers are the same, do any keen gardeners on here know what might be the cause, have tried googling but it wasnt very clear.

mine normally do this, the stems don’t lengthen until the flowers open
