My Cordyline, which is about 8 or 9 years old, has flowered for the first time this year. The flower stalk is growing out of the very top where the new leaves usually appear. Will it start to grow leaves again once it has finished flowering?

Yes, it should do. They often start to branch, once they have reached the flowering stage.
Personally, I would allow it to flower, then cut the flower stalk off, just to keep it tidy.
