Both and neither!

Both, because it depends what pattern you want to achieve. Also a comb, and various sorts of stippled rollers.

Neither, because you use a float to transfer the stuff from pot to ceiling and get even, before you use a finishing tool.

Think very hard about applying Artex to your ceiling exept in a smooth finish that could be papered at a later date. Popular in the 50s and 60s, DIY queries nowadays almost always include questions on how to remove the d****d stuff. 'With a great deal of difficulty' is the usual answer.
Agreed. Artex became popular with estate developers because they can employ any old bod to put up the swerly patterns - flat ceilings needs the skills of the best plasterer.
