Perennial plants are plants that don't die at the end of the season so will re-flower in the following years ie paeonies, lavandas etc. these plants are left in the garden over the winter after being pruned or cut back.
Some people think they are easer to treat than annuals (those than flower and die in the same year they're sown) but that's to debate!!!!!
Hope this helps but there'll be more advice

Perenial, A plant which will live in the garden for years providing the conditions are suitable.
More ?
Annual, a plant that flowers and dies in the same season.
Biennial, A plant that completes it's life cycle in two seasons.
A good way to describe a plant that dies down to ground level and comes up again next spring is a Herbbaceous Perennial.
