What is the best time of year to sell a property.

I don't think there is a best time of year. Just try and look at what people plan in advance for financially. Summer holidays, Christmas and maybe avoid those times. If it were me, I'd be looking into it now and if you can afford to wait then about the end of July.

People often put things off until after they've done what has been previously planned.

I take it you mean 'put on the market' rather than 'sell'? these days its irrelevant as you either sell in three weeks or it could go on for months and months. If you are set on moving the sooner the better really and be prepared to have your house sold before yuo look for somewhere else -it will put you in a much better position when buying.
