Asbestos - Textured Wall Coating

I also posted in home and garden as wasnt sure!
I am in the process of re-mortgaging my house. For the first time the survey brought up ? asbestos. The mortgage lender valuer has held a £5k retention. Had a specialist report done, the only section where it advises is the utility room, which I am completing refurbishing anyway, so it does look a bit of a mess right now! The specialist report states:
Advised Actions
Remove - The material is subject to future refurbishment / demolition or in poor condition with the risk of further disturbance.
This advised action is the opinion of the surveyor on site at the time of inspection.
Asbestos management decisions are the responsibility of the duty holder.

I was hoping we could knock off the rough bits and then we were going to have the walls and ceiling plastered (skimmed). With hindsight I should have done this before we had the lenders valuer round!
When I rang the lender they said we will have to carry out the work as advised in the report, which seems a bit extreme! We then need to have it reinspected and the report to be sent back to their valuer. Would we also need a certificate to say the material has been removed and disposed of?
Can we remove the texture of do you have to get a specialist? The room is about 10m2.

Extreme, you say? I should think it is. None of these people ever show any initiative, and take decisions for themselves. Of course the lender says it has to be done. They would say that. It means that someone else has the responsibility of ticking the box.

In hindsight, all renovations should be completed before re-valuation.
This case is largely drivel. It's most likely a simple proprietary textured wall covering. Even it were the old asbestos containing Artex, it should present no problem. It is only hazardous if easily crumbled (friable.) The process of removing it just makes things worse.

Any idea when the coating was applied?

Tell the lender (and their so-called surveyor) that you intend to simply cover it all up.
you don't even need to knock off the spiky bits. Plaster with a good coat of "Carlite Bonding" plaster, and finish with skim in the usual way.

No need for all this drama.
