Tap won't turn !!!

Does anybody know why a downstairs hot water tap might have stopped working even when all other taps in the house work ?. There doesn't seem to be a leak anywhere and there is no dripping from the tap itself. It was working lastnight so surely if it was frozen the others would have too. The tap head itself is stiff and won't turn at all so I don't think it needs a new washer. Any help would be appreciated.

The worm that holds the washer will have come out too far p[robabbly due to over tightening a tap and a combination of a worn tap washer aswell. You need to dissmantle the tap head and line up the hexagonal worm and then turn the tap hande to wind it back in and whilst it is off replace the washer aswell.
