Letting Agents - what do they actually do?!

My Friend moved to Australia with her husbands job and rented their house out. unfortunately the relationship ended and she has moved back to England. They have tennants living in the house who have recently discovered a water leak. My Friend has sent contractors out who have advised that the drain has been concreted over, this was not done when they lived there and has been done by tennants. Should it be the responsibility of the letting agent to pay for a contractor to undo the concrete?
