maintenance charges on flats.

my 78yr old mum pays her yearly maintenace on her flat which she knows has to be paid.This year she has been asked to pay �6.000 extra as the balconys have to be done she has paid as she always does and wants the work done but when they sent a receipt to her it said if some of the residents dont pay the work wont be done.if this happens will she be entitled to her money back or are the management company allowed to keep the money but not do the work?my mum said she is always sending extra money to them but the extra work doesnt get done as not all residents pay ,i feel this cant be right.any one else know?thanks

She should be entitled to her money back. She might be able to ask them to do hers anyway if she wants it done?

If I were you I would keep an eye on this and chase them up on her behalf in a couple of months time.
