You phone number is 'sold on' by organisations where you have given them the number but not indicated they shouldn't share it with their 'marketing partners'.
The TPS can take a few weeks to kick in and a lot of folks/companies don't play by the rules.
You can also get a lot of sales calls from India, etc. with silly phone numbers and the TPS doesn't seem to cover those either.
A lot of calls are computer programmed and the first person to answer gets the call, the rest get a silent phone.
Best to wait two or three rings before answering.

In my experience not everyone abides by the rules anyway. Still get calls from folk selling. Often from machines. If the caller number isn't given, or even if not recognised and you aren't expecting a call, lift & drop the receiver. I do.
The best way is to keep them on the line, tell lies but don't let them go and when they finally put the phone down don't hang up but leave it til you get that beeping noise that way they can't bother anyone else and you'll be off their list sharpish.
I agree John. If you have some spare time when they call just go along with them, answering their questions with nonsense information until either the penny drops or it costs them money.
OK put a large whistle by the end of the phone. Whisper down the phone and when they say Pardon blow on the whistle really hard. Otherwise tell them to hang on while you get your other half .... and leave them hanging on. Go and do something else and come back in five minutes. If they are still there say 'Oh, they are just coming' and just leave them hanging on. I love doing this .......
