The cistern in our toilet doesn't always fill after flushing.  We have to turn the cold tap on the wash basin on and off several times, and then it will fill, but if it is left for some time before the next flush, the cistern is empty.  It is a Roca, duel type flush. We cannot lift the top off the cistern, either.  Advice, PLEASE!!
