Flood Water In The House

Last week I was helpiing a friend who had 5 inches of water in her kitchen after the downpour of last Tuesday. Her home is rented and I was surprised that her landlord didn't have a pump to get the water out more quickly and stop it from getting to the rest of the ground floor. I was later informed that the landlord had looked to get a pump (this isn't the first flood) but was told that it is an offence to remove flood water from a property and then deposit said water onto the public highway! Surely this can't be right as I have seen the media reports where people are pushing flood water out of their front doors after rivers have burst etc. Definative answer anyone please?

Exactly! What did happen was some guy came along on a tractor pulling a huge tank and everything went in that but surely that must have to be done as he was a business, but Joe Public has no other option.

Many years ago I was sent a bill from the local council because rain water was running from my back yard ,under my gate along the gutter and into a roadside drain. I did not pay,and hearn no more...
