Can the flue from a utility room condensing boiler be enclosed in a "dummy" cupboard?

If you have a single skin flue, then combustible materials must be three times the diameter of the flue away from it.
For a 125mm diameter pipe....... closest position for combustible material would be 3 x 125 = 375mm (all round). Not terribly practical I'm afraid.
