Bamboo Shoots Plant Care

I've been given a little bamboo shoots plant (about 8 inches tall) that are graduated in three circles. Each tier has a silver tie around it. Am I supposed to cut them off? And is it ok in direct sunlight? How often should I water it, and how much? Thank you

Thank you Boxtops, there's loads of info there. It didn't mention about cutting off the silver ties. I don't know if they're packaging, or if they should stay there cos they're holding it all together.

I don't mind if it's bamboo or not :-) I just want to know if I need to get the ties off. I don't want to strangle it, but on the other hand, I don't want it all falling apart if I cut them off.
