Can you get a mortgage on a semi that was once all concrete, but has been bricked in (and has the certificate's) but is attached to a house that is still concrete.

Some do, some don't. It depends on the Company's policy. Woofter's link is a good one for an explanation.

If yours has been repaired with a Structural Engineer's Certificate or similar, then it wouldn't be a massive job to deal with the party wall so that you are "independent"

It definitely should be reflected in the price you pay for it though.
