Whos fence is it?

Bought house 11 years ago.  Neighbour broken my fence but now says she had agreement with previous owner and they bought the fence between them.  Does that contract (non-written) apply to me or did that agreement end when the previous owner moved out?  Many thanks for any assistance you can give.
