I've just opened a new tin and there's a thick layer of oil on top, should I just pour it off? Tia

For more on marking an answer as the "Best Answer", please visit our FAQ.Probably, as Robinia has said, a non-drip gel-type paint. They don't want you to stir it, as it loses its "gel-ness" and is no longer non-drip.
Just a guess, without seeing it. I guess they're just covering themselves. Probably the lawyers again ;o)
If it's settled that much, I can't see that you have much choice but to stir it, Spreeny.
