I have four trailing fucshia ... have always left them in hangng baskets and they seem to be fairly hardly. Unfortunately they have come into bud early due to mild weather. The buds were burnt by recent frost. Will they come back. I haven't cut them back since last spring. What can I do?

Cover them with frost fleece or bubble wrap to prevent further damage, wrap the basket as well to protect the roots. Wait until proper spring, see what shoots and trim off the rest.

Woofgang's answer looks like a good solution.
I'm wondering if moving the baskets to a slightly milder location, may also help, if that's an option ?
