Tree & Shrub roots

I understand I can lop off branches from neighbours' trees which overhang my property providing I offer them back, but what is the situation regarding tree & shrub roots which come under the fence onto my ground. I am really being bothered by these. Am I permitted to chop them off, even if this kills the tree or shrub?

What it ignores, however, is the possibility that your neighbour's tree might have a preservation order upon it. If so, you will need the permission of the local authority before doing anything which might be hazardous to the tree.
