It's polite to ask, instead of just walking in to next door's garden. Why don't you ask your neighbour?

I am in a similar situation where I live and the folk with the manholes have to allow reasonable access.

Bev, for several years now, responsibility (in most cases) for a shared manhole has been taken over by your local water company.

No need for you to get anyone in. Just tell your water supplier of the problem.
They have statutory rights of entry for repairs etc.

There's actually nothing to prevent you from entering anyone's garden, or even their house, at any time as long as you don't need to force entry. (Trespass is a civil matter, not a criminal one. If you enter someone's property without their permission, all they can do is to require you to leave).

However Parliament has passed legislation to deal with the situation where an awkward neighbour won't let you onto their land in order to carry out work which is essential to the maintenance of your own property, enabling you to seek a court order to force them to grant you access:
