I noticed the bathroom sink was running water away slowly. Then I noticed the toilet although working seems to have some sort of blockage. It runs clear and then a small amount of residue is in the bottom of the bowl. I've plunged with the mop put loads of bleach down. Buckets of cold and boiling water. All to no avail. The u been is situated behind files so not able to get to it. Can anyone help ?

I have no idea what a duplex is. I'm wondering if there is a blockage in the main pipe taking the waste away from your home. Does the kitchen drain properly? Have any of your neighbours got problems?
You'll first need to try to find where the problem is...if the bathroom sink empties slowly as well as the toilet, the actual problem could be further away than you think. I'd ask any neighbours if they are having problems too...this may help in locating the "pinch-point".
If you dont have a proper plunger try this ... When you say you "have plunged with a mop". A mop wont do much unless you cover it with polythene. What you need to do to improve your plunger is put a bin bag round the mop head and secure it by wrapping some tape around the mop handle. Cut away the excess bin bag and you then have a plunger of sorts. This will give you more compression .. honest !
Now flush the toilet and when the water fills the pan, then force the mop into the base of the bowl quite rapidly a few times. Keep an eye on the binbag as you dont want this coming off. Try this and let us know how you get on.
