Anoying Kitchen Roll

Anyone know of a kitchen roll holder or device that is suitable for outdoor use, especially if its a bit windy.
I find they tend to unwind, with the slightest breeze.

I've never used one of these, but it does have a "rolling brake", which might prevent the roll unwinding.

I think that I would just put an elastic band around the role when it's not in use.

If I ever had this "problem" (very unlikely), I'd place the offending item next to something slightly heavier or rest a large object on it eg serving spoon.
