I would like to reduce scratches and swirls from my car's piano black trim. Is a "Dremel" felt pad attachment the correct accessory?

No expert, but to reduce scratches one needs to remove the top layer down to the depth of the scratch first. I can't see felt do more than buff. In addition Dremel toolheads are quite small, you may end up with an uneven look. But you can but give it a try and see. I would have thought felt wouldn't harm much.

I suspect applying a polish of some sort might be safer and more effective.
Get someone to Detail the car paintwork.
The speed of the Dremel will only burn the paint.
