Housing associations will have long term planned maintenance schedules and will plan to replace windows every 20 - 30 years.
Of course if the window isn't shutting properly, or has broken glass or other faults they should be repair / replace in a timely manner.
There's no specific law but, of course, housing associations (just like any other landlords) are responsible for ensuring that their properties remain in a good state of repair.
So, for example, if 50-year-old windows in a housing association property are still functioning perfectly well, they can be left in place indefinitely until they start to fail. Equally though, if 5-year-old windows are exhibiting major problems which adversely affect their tenants in a serious way, the housing association will then be obliged the arrange repairs or replacements.
