The electricity board quoted an extortionate amount to move my meter 2 meters down the same wall!! Is it possible for an electrition to do the work? If so how do they go about shutting of the supply while the work is being carried out?

I don't think that anyone can move a meter except ones authorised by the Electricity Board.

Your meter will have a seal on it, this is normally a twisted wire "sealed" with a lump of lead or other metal that has been stamped. Even if you were tempted to do this work " behind the back " of the electricity board they would know and you would be in trouble. Even an electrician would have to contact the electricity board to shut off and reconnect the power when the work has been done so you would have to pay both parties if you got an electrican to do the actual work and the electricity board to shut off and reconnect your power.

Strangely, it is legal for anyone to rewire a house but not to hook up the consumer unit (that must be done, as has been pointed out, either by a qualified electrician or someone from the electricity board ;>)). My electrician mate connects them while they are still live (BTW he is also very reasonably priced: get him while he's alive).
