when ex army comes out of the service are they entitled to a discount on a council house

I would think only if you live in one, why would councils give a discount to anybody that isn't a tenant?
The answer to this one, as Ray has intimated, is no, there are certain jobs you can virtually walk into, but as far as housing is concerned, your on your own.

Time spent renting a service house DOES count towards your council discount entitlement, although you have to get given a council tenancy first, natch.
