Tree is healthy, flowers , but does not produce pods. Any reason?

It appears that it needs a long season to flower and produce seed pods, one of my referance sources says -"north of the English midlands the Catalpa is a short season foliage treeonly, as it will not flower freely, it is not a tree to consider in cool areas (The Garden Tree, Alan mitchell and Allen Coombes)
If this is not the case, it could be that the pods have not developed yet, as the flowering time given is late july.

I grew this tree in Zone 3, Minnesota, and it struggled to stay alive. Others had better luck, however. No pods, just the flowers and great leaves. In Texas, we had a huge one in the backyard and had to clean up the mess from the pods so not getting them CAN be a blessing.
