What if any are the rules on garden bonfires.

You would have to check with your local authorities as each area has different rules but generally speaking, most councils don't have any at all.

However, if a bonfire is lit constantly and is proving a nusence, it can be reported to the environmental health dept.

Your local council's website should have details or give them a quick ring

That's almost the same (word for word) as where I live. Do they copy one another?!
Have them at night, and never, never light one when your next door neighbour has just put all her washing out to dry !!
