Put some yeast in them. or buy them in the bakers.

Knead the dough for at least ten minutes. Are you giving them two rises.eg Leave dough to rise knock back, shape rolls leave to rise ,bake in hot oven.

Are you putting too much salt in them because too much salt will kill the yeast.
