A washing machine will use far more water than a dishwasher.

A washing machine will generally use much more water than a dishwasher.
A washing machine will use between 30 and 60 gallons (depending on machine type & programme) and a dishwasher will use between 11 & 15 gallons on a full cycle and 8 - 9 gallons on a short cycle.
