painting plasterboard

I have recently started preparing a room for painting. All four walls had a 2 inch dado rail along them which I removed. However, now that the dado rails have been moved I have found that the lining paper on the plasterboard was only papered to the rails and not the full length of the wall. Now I have two inch gap all around the room showing bare plasterboard underneath.

What are my options?

Do I need to remove the current lining paper of all four walls and re - paper the whole room?

Can I use a product such as polycell smooth over just to cover the space left by the rail?

Replastering? Other prouct available?

I intend just to paint walls.

If you're emulsioning the walls I'd take the lining paper off as you'll probably find it would bubble up when emulsioning anyway. Apply a primer to the walls and you're ready to emulsion.

I was thinking about removing the paper, but was worried that it would make it worse than it is. However, i was also thinking of removing the paper and having it skimmed. I suppose I wont find out until the paper is removed.
