painting plasterboard

I have recently started preparing a room for painting. All four walls had a 2 inch dado rail along them which I removed. However, now that the dado rails have been moved I have found that the lining paper on the plasterboard was only papered to the rails and not the full length of the wall. Now I have two inch gap all around the room showing bare plasterboard underneath.
What are my options?
Do I need to remove the current lining paper of all four walls and re - paper the whole room?
Can I use a product such as polycell smooth over just to cover the space left by the rail?
Replastering? Other prouct available?
I intend just to paint walls.
