why has my plumbago plant not flowered this year? It was pruned hard for winter and kept frost free

I'm thinking you have a cape plumbago, as there is another plant known as plumbago. http://sd1new.net/GardenPages/cape_plumbago.htm You probably pruned it back too much as it wants to be a large shrub. If you have it in a pot, try adding a tablespoon of milk to the water. It helps mine to bloom. The plants like the calcium and minerals in the milk. I use it for all my potted plants. You can also root prune it if you top prune that severely. Otherwise you may need to put it in a larger pot. Newt
