When doing a re-skim what is that exact way to use the glue and what dilution etc. How much does old wallpaper past effect the PVA bond. Are there talor made angle beads for re-skims.

It really depends on the surface you're applying it to. If it's an old layer of skim then one part in two should do. I would apply a coat and let it dry. Then apply another coat and while still tacky start to plaster it. The wallpaper paste shouldn't affect the PVA much.
