Another oil related question . . .

I'm having problems with the auto timing on my system. The man has been in, several times, but has not been able to fix the problem of the system needing me to push the button on the boiler to get it started. Once on, its fine and clicks in and out, it's just getting started that's the problem.
At the moment its on 24/7. "The man" says "it appears that fault caused by poor installation of fuel pipe circuit" - "would suggest pipework be correctly installed and fuel lifter be fitted".
Its been working fine for 11 years without said "lift". Anyone any opinion on this?
