Unsightly mound

An ugly 1metre bank of earth supporting a hedge acts as the boundary between 2 gardens. Our neighbour has a wooden fence on his side in front of the mound/hedge. We would like to remove ugly bank and plant new hedge on the same boundary line. However the neighbour objects. Has his wooden fence effectively re-drawn the boundary? Can we remove mound without neighbours consent?

If you are responsible then to change it shouldn't be a problem, (check it out the legalities first if need) but if the boundary is your neighbours responsibility, then you would need their permission to do anything... If the property is rented, check with your landlord first what you're able to do.
