First thing may be to replace the ball valve in the WC cistern. Often, a worn valve will jump up and down on the seat under mains pressure.
If it's not loose pipework or worn valves, try fitting one of these:

Excuse me asking a relevant question on your post, but my toilet cistern also gets a high whistling sound just as the cistern fills to the top and it`s done it ever since I changed a rubber flange several years ago and it has always annoyed me, especially during the night. The cistern is a sliding ball-cock type with a lever push.
Hi Carlton ............ sounds like another in the repertoire of strange ballvalve noises.
Change the valve again. That's probably all you can do.
Thanks Builder, I thought as much, but I`ll have to get a man in now.
