what time of the day by law should noisy home improvements start and finish by?

that's a question to ask your local council...different areas have different requirements regarding noise nuisance

There is no specific regulation. Local authorities have the power to deal with the matter as a Statutory Nuisance but are going to need evidence collected over a period of time.
Not sure if there are any legal times, but in my book, anything before 8 a.m or after 10 p.m. at night is anti-social and out of order, especially if it involves anything with banging or noisy electric drills.
A developer or diyer should be reasonable. IE how late or early would you like to be disturbed by banging etc. How would you feel if you were the neighbour? Is the developer going to live in the place or sell or rent it out? That comes into play when you don't have to care what the neighbours think.

You may only have evenings to do up the house but that doesn't mean you should work late into the night. If your neighbour works nights and is asllep in the day then it could get difficult.

8am to 9pm is reasonable any thing after this is, in my opinion, antisocial.
Our Environmental Health Team says 8am to 8pm Monday to Friday and 9am - 1pm Saturdays is generally ok. However persistant noise even within these hours can constitute a statutory noise nuisance.
