if skyscrapers are so suseptible to winds how come they dont come crashing down during construction- surely they are at their weakest?

not really.they are built to their true strength on each and every level
Skyscrapers actually sway a little bit. They are not built ultra "non-movable" strong like a piece of ice or a piece of peanut brittle. They "give" a little bit and go with the wind a little bit instead of always breaking. Consider the expression, "the tree was strong enough to bend".
