Why is it that every time Skype credit renews itself I pay 11.50 instead of 10.00? I'm sure I never used to pay a charge on top before.

It's not a rip-off - you are buying the service, which is a VATable charge.

I thought Skype was free

Maybe it is calculated at the Luxembourg VAT rate of 15% because there is an overseas element in the purchase?
