Traffic Signs In Welsh

I travel to Haverfordwest two or three times a year to visit relatives, and when you go over the Severn Bridge the signs are in English first with Welsh below - this continues until about Port Talbot(ish) when Welsh becomes the top language with English below.
Is there a reason for this?

There was a similar one about the same time. Can't remember the exact words but it was warning cyclists to dismount on a very uneven road to avoid tyre damage. The Welsh version translated something along the lines of 'Get off your bike or your bladder will burst'.
