II have experience of this. Believe me, there are no real procedures. If you �whistle blow� say goodbye to your career. You can be sacked, sidelined or otherwise made to feel uncomfortable. Do not let this stop you from doing the right thing. It is this institutionalised behaviour that caused the death of poor little Toni-Ann Byfield. Stand up and be counted! Social workers, albeit that the ground staff try to do the best they can, are controlled by their managers
