How do I read my water meter. Do I screw, flip or need a screwdriver?

For more on marking an answer as the "Best Answer", please visit our FAQ.chrissa1. I cannot say for sure as I'm not there. But the Hex plug looks like the blank plug that needs removing to allow a meter to be fitted.
When the water board installed your outside stop tap. this is part of the set up and is there for the future if you decide to have a external meter fitted. I would still assume that your water meter is inside your property (an existing meter prior to the new external stop tap).
Just have a look where your internal stop tap is and I think you will find it. If there is not one there. Then you will be running on the old Rates tariff.
This is just my belief, I maybe very wrong.

At £25 a month (Looks like you're on Rates)
The water board usually only take 10 payments per year.
Here is the latest tariff
UNMETERED Fixed charge per year*
Water supply £252.94
Therefore 10 (months) x £25 = £250 (and a bit of change)
I f you don't think you're using that much per month. Contact your supplier to have said water meter fitted. Explain that you have the new outside set up ready to receive a meter.
I don't think you'll incur any cost.

So are you saying you don't have a meter after all? My meter reader is under a metal plate on the pavement not under the sink. I needed to use teh blade of a screwdriver to lift the lid up but it was easy.
Isf it's a meter is £25 just for the water or the total monthly charge including standing charge, waste water, surface water removal etc?
