Can anybody clarify what the legal position is regarding the provision of parking spaces for able-bodied people at a place of work?

I explanation ...
My wife works as a nursery nurse at a nursery where there is off-road parking for about 10-12 cars. There is no on-road parking available and - in fact - the police have recently warned them to stop parking illegally or they will all be clamped. The management have now declared that all the employees will have to park on a piece of waste land, used as a car park for customers of another company about 500metres away but the employees must pay �5 per week to the other company for the privilege. The concern all the girls at the nursery have is that they must walk alone at 7:00am to get to work at 7:15am, crossing two main roads and bail hostel. I know that - ordinarily - there is no obligation to provide parking for employees on the employers part (but they are obliged to provide parking for parents) but is there no clause regarding risk or health and safety? Before anyone has a go re public transport it has to be said that we live 5 miles away in the country and there is NO bus service whatsoever until gone noon. I often work away from home and cannot be relied upon to drop my wife off and she finished at 13:00 hrs anyway. Opinions please...
