why do a lot of competitions/offers have the term "excludes ROI"- isn't that discriminating against them?

I think it's just because they're not part of the UK.

I suspect the law on competitions and offers is different in the ROI.

you'll probably find the company doing the promotion is not licenced to have competitions in republic of ireland and not discriminating against anyone but the tv channel showing the promotion is viewable in republic of ireland

It's a composite of all the above.

What really makes me scratch my head is when things are available to the UK, but not teh Isle of Man, Channel Islands, or, more commonly, Northern Ireland.

Doesn't the law state (in England and Wales) that in order to have a special offer there must still be an area in the country that has the 'normal' price otherwise it is not an offer as everywhere is selling at the same price? I recently saw this for KFC on mothers day where Tyne Tees were not included in the offer. Not sure about ROI though and whether this includes them?
