They're called Bindis. Traditionally they denoted marital status, but have evolved into a fashion/make up accessory.

Because they are available for marriage.

They are to dentote that the person is from a higher caste. It's akin to a class system. It used to be quite rigid at the start of the last century. Not entirely sure how it is now.

And just to add to what everyone has said, it's mostly Hindu people who bindis (for their religious significance).
