You experience pins and needles when sensation nerves are sending disorganised signals to your brain. This happens if you starve the nerve ending of oxygen - eg by stopping blood flow by sitting cross-legged too long - or if you hit the nerve fibre - eg your "funny bone", which is the radial nerve.
