What is the smallest number of people who can legally constitute a riot?

for a web-page confirming Geofbob's answer of 12. Prior to 1986/7, the figure was just 3, which always seemed to me to be absurdly small to constitute a 'riot'.
legally constitue a riot? so if its less than twelve is it an illegal riot?
if its not a riot its affray i think.
