Is the way the arrow pointing on a weathervane the way the wind is blowing TO or FROM please ?

That may be the way it should work, but is it always the case? After a brief period of no wind, couldn't a sudden gust or some other disturbance turn it so any subsequent wind would have the tale pointing at the source rather than the point?
