at what stage is someone medically qualified to operate /perform surgery on a person -are GPs qualified to do so?

It depends on what you mean by "operate/perform surgery".

After they graduate all doctors then have to choose something to specialise in. For example an obstetrician and gynaecologist will be trained to do Caesarian sections but not heart operations. Surgery itself is a specialised branch of medicine and you have to passthe exams of the Royal College of Surgeons.

GPs will have basic triaining in surgery but I doubt if they are "qualified" to do anything fancy.
GPs can operate - if they wish to and if they can find someone to be operated on.....the patient has to consent to all this, as usual.

if it is anything big, who is going to anaesthetise is a much more interesting question

suppose what im saying is that if you have your bachelors degree from medical school can you get the old scalpel out? -or do you need to do further exams?(regardless of specalism)
